Please join us on Thursday, June 9 at 5:30 PM for this year's ISOA Global Impact Awards Dinner. This year's event will be held at the stunning new Capital One Hall in Tysons, VA.

The ISOA Global Impact Awards Program recognizes the superlative performance of our ISOA member companies. Fifteen separate awards, based on company size, will be given to member companies in the following categories:

Keynote Speaker

Anne A. Witkowsky

U.S. Department of State
Conflict and Stabilization Operations

Anne Witkowsky was sworn in as the Assistant Secretary for the Bureau of Conflict and Stabilization Operations (CSO) on January 10, 2022.

Ms. Witkowsky previously served in government as Deputy Assistant Secretary of Defense for Stability and Humanitarian Affairs from 2014-2016 in the Office of the Under Secretary of Defense for Policy, U.S. Department of Defense (DoD). There she held responsibility for policy on peacekeeping and stability operations; humanitarian assistance and disaster response; DoD support to the security of U.S. embassies; international humanitarian law, rule of law and protection of human rights; and women, peace and security.

Prior to that, she served in the U.S. Department of State as the Acting Principal Deputy Coordinator (2012-2013) in the Bureau of Counterterrorism (CT), and the CT Deputy Coordinator for Homeland Security and Multilateral Affairs (2009-2013). From 1993-2000 she served as a Director for Defense Policy and Arms Control on the White House National Security Council staff, with responsibility for conventional arms control and European security. She spent her early government career in DoD/Office of the Secretary of Defense for Policy, where she started out as a Presidential Management Intern in 1988.

Outside government she has been a non-resident Senior Democracy Fellow at Freedom House (2020-2021) and a Senior Fellow (2000-2007) and non-resident Senior Associate (2007-2009) at the Center for Strategic and International Studies (CSIS), where she has directed and contributed to studies on a wide range of international and homeland security issues. Most recently, she co-directed the joint Freedom House, CSIS, McCain Institute Task Force on U.S. Strategy to Support Democracy and Counter Authoritarianism (2021). Among other advisory roles, she served as a senior advisor to the US Institute of Peace 2019 Task Force on Extremism in Fragile States, and as a member of the 2019 CSIS Task Force on Humanitarian Access. She has lectured at universities and in government training courses on national security decision making.

Ms. Witkowsky holds a BA in Russian and East European studies from Yale University, and an MPA, with a concentration in international security, from Harvard University’s John F. Kennedy School of Government. She is the recipient of State Department Superior and Meritorious Honor Awards, the Department of Defense Medal for Distinguished Civilian Service, and the Secretary of Defense Medal for Outstanding Public Service.


Government Lifetime Achievement Awardee

Scott Calisti

Director for Contract Policy in the office of the Principal Director, Defense Pricing and Contracting (DPC)

Mr. Scott R. Calisti serves as the Director for Contract Policy in the office of the Principal Director, Defense Pricing and Contracting (DPC), within the Office of the Under Secretary of Defense for Acquisition and Sustainment. In this capacity, he oversees the development of new, innovative acquisition guidance and policies, and ensures the currency of existing policy to support a responsive acquisition system in support of warfighter mission needs. In addition, he supports major acquisition program reviews and the policy, guidance and authorities that underpin the contingency contracting mission in response to humanitarian, disaster and contingency operations.

Prior to assuming his current position as a member of the Senior Executive Service in the Office of the Secretary of Defense, Mr. Calisti was the Chief, Installations and Sourcing Division, Office of the Deputy Assistant Secretary (Contracting), Assistant Secretary Acquisition. He was responsible for all aspects of non-weapon system installation contracting support which included an $11 billion annual operational contracting spend, category management, strategic sourcing, expeditionary contracting operations, AF Government Purchase Card program with $1.7B in spend and reform and transformation initiatives. He joined civil service in 2014 after completing over 26 years on active duty in multiple assignments including Headquarters Air Force (Office of the Deputy Assistant Secretary (Contracting), Assistant Secretary Acquisition), Joint Staff (Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Defense Procurement and Acquisition Policy (DPAP)), and five squadron and one group command tours in contracting, aircraft maintenance, and mission support before retiring in September 2013 as the Commander, 52nd Mission Support Group, Spangdahlem Air Base, Germany. Prior to his assignment with SAF AQC, he was assigned to DPAP providing support to major defense programs and services in excess of $1 billion. He also led efforts relevant to contingency contracting as their link to the Joint Staff, AT&L stakeholders and COCOMs to work policy, guidance, training and business systems issues for the warfighter.

Mr. Calisti earned a Bachelor of Science degree from Rutgers University and a Master of Administrative Management degree from Central Michigan University. He also earned a Masters of National Resource Strategy from National Defense University. In addition, during his service in the Air Force, Mr. Calisti attended the Squadron Officer School, the Air Command and Staff College (Correspondence), and the Air War College (Correspondence). Mr. Calisti has been a member of the Senior Executive Service since 2020.


Government Lifetime Achievement Awardee

Col. Karen A.F. Landale

Chief of Contingency Contracting Policy, Defense Pricing and Contracting, Office of the Under Secretary of Defense for Acquisition and Sustainment.

Col. Karen A.F. Landale is Chief of Contingency Contracting Policy, Defense Pricing and Contracting, Office of the Under Secretary of Defense for Acquisition and Sustainment. She is responsible for the development of effective contracting policy for Department of Defense contingency operations, ensuring the Contingency Contracting Officer workforce is trained and equipped to meet current and future requirements, and for reviewing, drafting, and advocating for contingency contracting legislation.

Col. Landale entered the Air Force in May 2002 through the ROTC program at the University of Tampa (a crosstown university for the host, University of South Florida). The majority of her career has been in operational contracting, at both below- and above-wing levels. She served as a Team Lead and Flight Commander at the contracting squadron level, and as the Chief of the Strategic Sourcing Strategy and Analysis Flight in the Enterprise Sourcing Group, the predecessor organization to the Air Force Installation Contracting Center. She also served as an Assistant Professor in the contracting curriculum at the Graduate School of Business and Public Policy at the Naval Postgraduate School in Monterey, California. During her five operational deployments, she twice served as an Administrative Contracting Officer for the Army’s multi-billion-dollar Logistics Civil Augmentation Program, and she also served as Deputy Chief of a Regional Contracting Center. Col. Landale was Commander, 773d Enterprise Sourcing Squadron, Joint Base San Antonio-Lackland, San Antonio, Texas. She led 45 military and civilian personnel executing a $6.1B contract portfolio, including $163M in annual obligations. Working in partnership with the Air Force Medical Service, she directed and shaped enterprise-wide medical solutions to enhance medical capabilities and achieve sourcing efficiencies. Prior to her current position, Col. Landale was a Fellow in the Blue Horizons fellowship at the Center for Strategy and Technology, Air University, Maxwell AFB, Alabama.

Greg Craddock

Greg Craddock

Former Chairman of the ISOA Board of Directors; CEO of Patriot Group International

Greg Craddock has served as Chief Executive Officer of Patriot Group International, Inc. (PGI) a global expeditionary mission support services firm, for the past six years. As CEO, Greg provides strategic vision and direction to the organization and provides operational leadership to ensure that the company delivers consistent, outstanding services to customers while achieving its financial goals. Under his leadership, PGI has grown exponentially and has been recognized by Inc. Magazine as one of the fastest growing privately owned companies in the United States, Virginia, and Washington DC region in 2014 and again in 2015. PGI was also recognized by the Virginia Chamber of Commerce as recipient of the 2014 Vanguard Award for top business growth in the state. During this period of exceptional growth, PGI has also won supplier excellence recognition from Northrop Grumman, Raytheon, and a number of other government contracting companies.

Before joining PGI, Mr. Craddock served as an Anti-terrorism Force Protection (ATFP) consultant to the US government and managed sensitive programs worldwide. Prior to his time as a consultant, Mr. Craddock served in the Intelligence Community and was among the first personnel on the ground in Afghanistan and Iraq. During his time with the U.S. Army, Mr. Craddock served as a Ranger and Special Forces Soldier.

Mr. Craddock brings unique and practical perspective to ISOA, representing the mission support services business segment, and small business interests generally to the organization. He currently serves on the Ferrum College Business Advisory Board.

Cancellation Policy: ISOA must receive all cancellation requests in writing by May 15, 2022. Email all cancellation requests to support@stability-operations.org. All refunds will be processed 3-6 weeks after the conference and will be assessed a $75 processing charge for requests received by May 15, 2022. Substitutions are always accepted, but must be made in writing.
