Executive Director for Acquisition and Integration Management
Mr. Carl Cartwright serves as the Executive Director for Acquisition and Integration Management and has overall responsibility for the management of the Logistics Civil Augmentation Program (LOGCAP) and the Army Sustainment Command’s portfolio of Service contracts that are used to provide a broad range of logistical and base life support services to U.S. and coalition forces during contingency and non-contingency operations.
Previously, Mr. Cartwright served as the Executive Director for Support Operations for the Army Sustainment Command (ASC). In that position, he directed support operations in the areas of Army

Prepositioned Stocks (APS), Army Force Generation (ARFORGEN), Materiel Management for the Continental United States (CONUS), Direct Theater Support to CENTCOM, and the Logistics Assistance Program (LAP). Prior to becoming the Executive Director, Mr. Cartwright served as the Executive Officer to the ASC Commanding General.

Richard Crum currently works in the Department of States World Wide Affairs logistics office and is the POC for operations in Yemen, Syria, Libya, and other contingency environments within the Middle East/North Africa (MENA) region. Richard has 22 years of experience in acquisition, program management, and business development in the area of International development, International Logistics & life and mission support services, aviation services, overseas operations, conflict resolution support, and International law-enforcement training. Richard Currently supports Afghanistan’s

life and mission support and Iraq’s medical support services contracts, and in doing so, has solicited and awarded the largest Contract in the history of the department of state, The Diplomatic Platform Support Services contract valued at 8.5 billion dollars. While at DOS Richard has been embedded in the bureau of International Narcotics and Law (INL) Enforcement for three years, the DOS small business office for one year, and AQM/OPE for seven years. Richard supports the bureaus of NEA-SCA, and EAP to include the American Institute in Taiwan (AIT) where he serves as a non-voting member of the board.

MARK A. WALTHER
Director, Office of Acquisition & Assistance
Mark A. Walther serves as the Senior Procurement Executive, Chief Acquisition Officer, and Director for the Management Bureau’s Office of Acquisition and Assistance (M/ OAA). He leads several hundred contracting and agreement professionals around the world to advance acquisition and assistance (A&A) reforms and initiatives critical to the implementation of the Agency’s foreign assistance development goals and impacts.
Mr. Walther first joined the Agency in 1989 as a contract specialist, and has supported a wide range of bureaus throughout his career including Global Health, Eastern Europe, Economic Growth, and Democracy Conflict and Humanitarian Assistance.

He became M/OAA’s Deputy of Washington Operations in 2011. Throughout his career, he advanced a wide-range of improvements and capabilities such as worldwide A&A planning, public-private alliances, streamlined acquisitions, federal grants management, workforce professionalism, and stakeholder engagements.

ARTUR ANDRYSIAK
Deputy Country Director, Afghanistan Resident Mission, Asian Development Bank (ADB)
Artur Andrysiak is the Deputy Country Director of the Afghanistan Resident Mission, Asian Development Bank (ADB). Artur supports the Country Director in leading the planning, implementation and supervision of Afghanistan Resident Mission’s vision, goals, strategies and work plan. ADB assists Afghanistan’s development in the transport, energy, natural resources, and economic management sectors, with portfolio of ongoing operation of over $3 billion.

Prior to his current position, Artur was the Senior Fragile Situations Specialist with the Pacific Department of ADB, where he led and advised the Pacific Department on implementing ADB’s approach to engaging with fragile and conflict-affected situations (FCAS), and acted as the anchor point in ADB for FCAS operational issues. Artur has also worked in the Strategy, Policy and Review Department and Economic Research and Regional Cooperation Department of ADB.
Artur has 20 years of professional experience both at the national and international level in managerial, leadership and technical roles. Prior to joining ADB 8 years ago, Artur worked for the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) (2008 to 2012) based in Bangkok and for the United Nations Economic Commission for Europe (UNECE) (2005 to 2008) based in Geneva. Prior to joining the UN he was an Assistant Director in charge of the International Trade in Services and Balance of Payments sections of Australian Bureau of Statistics.
Artur is a national of Australia and Poland and holds a Master’s degree in Management and Accounting from the Australian National University (2003); and a Bachelor’s degree in Economics and Finance from the Edith Cowan University (1999) in Australia.
