Scott D. Banker from the Bureau of Diplomatic Security at the U.S. Department of State. Mr. Banker will dive into those federal laws that create criminal penalties for U.S. government employee and contractor misconduct throughout the world.

Senior Legal Instructor, Bureau of Diplomatic Security, U.S. Department of State
Scott Banker is currently the Senior Legal Instructor for the Department of State’s Bureau of Diplomatic Security (DS). In this capacity, Mr. Banker instructs DS personnel on the laws and policies that govern DS criminal investigations, protection operations,
and overseas security functions. Throughout the course of his 20-year career with the Department of State, Mr. Banker has led hundreds of extraterritorial investigations into criminal activity involving U.S. government personnel stationed abroad
at U.S. diplomatic missions.
Mr. Banker has a Juris Doctorate Degree from the University of Kansas, a master's degree in strategic studies from Missouri State University, and a bachelor’s degree from Baker University. Prior to joining DS, Mr. Banker was an Assistant Attorney General
for the Republic of Palau and an Assistant District Attorney for Johnson County, Kansas.
