SBA’s All Small Mentor Protégé Program – Efficiently Increase Your P-Win & Corporate Valuation

The Defense Department regularly falls short of its Small Business goals, having achieved less than 2/3 of its HUBZone and 4/5 of its WOSB prime contract goals in FY’19. State Department is finally achieving its prime goals, but subcontract goals continue to slack. Innovative Small Businesses are effectively collaborating with large business and other small businesses to address these shortfalls by leveraging SBA’s All Small Mentor Protégé Program. In FY’19 Small Business participants earned $2B in new contract work as a result of their participation, and several sold to their Mentors at higher multiples. SBA won’t say it, but we do – the ASMPP is the world’s best M&A platform ever devised. Elvis has over 20 years experience as management consultant providing public sector and commercial firms with a unique hybrid of strategic capabilities including: government contracting business development; Mentor Protégé Program facilitation; brand positioning; investment capital matchmaking; and political affairs.

Elvis has earned success by aiding a number of Inc 5000 privately held, rapid growth small businesses expand into the public sector market, and/or elevate their existing government portfolio to increased levels of competitiveness. He collaborates with business owners to regularly (re)define actionable pipelines, strategically lever his deep relationships, optimize teams and contracting vehicles, and deliver winning proposals.

Elvis has devoted his career to growing small businesses, thus he has engrossed himself in Small Business Administration programs and policies. At SBA he has led multiple clients thru certification processes; assisted in brainstorming and rulemaking within the All Small Mentor Protégé Program; coordinated with hundreds of Paycheck Protection Program applicants on best practices; and brokered capital investments between SBICs and small business clients.

Founded in 2006, Oxley Consulting, LLC has represented clients with expertise in network security, financial services, field service engineering, international trade, green energy, fire safety, temporary staffing, software design, improper payment recovery, stream remediation and a wide variety of others.

Prior to founding Oxley Consulting, Elvis was the Senior Director of Government Affairs for the Cosmetic, Toiletry & Fragrance Association (now Personal Care Products Assoc.) where he designed and implemented legislative strategies to counteract over-regulation and encourage safe product use. He transitioned to CTFA after serving as Executive Director of The Ripon Society, a centrist public policy organization representing Corporate interests on Capitol Hill.

During the first ten years of Elvis’ career, he focused on marketing and public relations in various progressive roles in the telecommunications sector (Alcatel and BTI Telecom) and Stackig Advertising & PR’s Aerospace & Defense department (now TMP Worldwide).
