Changes Required for DoD’s Office of Sustainment

Description:
Congress directed the reorganization of the Office of the Secretary of Defense to provide greater focus to acquisition and sustainment functions, including legislation that authorized new program management and contracting processes for the acquisition side. However, changes to the sustainment, historically 2/3rds of the lifecycle costs, have been largely ignored, as have support to contingency operations (where time of response is especially critical). What legislative proposals should be presented to the Congress to permit support contractors to be more responsive and successful, such such issues as contracting processes, vendor vetting, risk management, indemnification, and personnel immunities? Should Congress direct similar changes to other government agencies, particularly to the Department of State and to the US Agency for International Development (USAID)?
