Ebola Response Lessons Learned – Applied to Today’s Challenges of COVID-19

PAE was the prime contractor supporting USAID during the Ebola outbreak in Liberia from 2014 to 2015. PAE, working with Aspen Medical International (AMI) as its clinical provider, rapidly deployed and ramped up operations in a matter of weeks. PAE finished construction on 10 Ebola Treatment Units, trained over 1,000 staff, and established an operational footprint to support national response operations within 60 days. Both the rapid timeline and the expeditionary nature was critical in responding to the outbreak. Lessons learned from that experience can be applied to the COVID-19 response. Consolidation, instead of coordination, of core services created both economy of scale, learned efficiencies, and lateral integration that benefited the entirety of the response and allowed partners to focus on core competencies greatly increasing their efficacy. The Coronavirus Pandemic response has its unique challenges and it remains to be seen how effective the current response will be in curbing the outbreak.
