ISOA Chapters

ISOA chapters are integral to the association's success by providing a local presence, addressing region-specific needs, fostering engagement, and enriching the overall global perspective of the organization. Their activities contribute significantly to the mission of ISOA in maintaining international stability.

 

ISOA Chapter are focused on:

    Jonty van Zeller

    Africa Chapter

    Jonty van Zeller

    Director, Alamaya

    Jonty van Zeller founded Alamaya and oversees the group of companies from Central and East Africa. He has been working in the region for over thirteen years in the security, defence, logistics and humanitarian sectors. His management roles have included working for World Food Programme (WFP), Kellogg Brown and Root (KBR) and Salama Fikira. Jonty’s focus is Business Development and Government Relations. He is a board member for UN Global Compact Network in Kenya.

    Tobias Beutgen, Director, ISOA Europe Chapter, has been an integral member of the ISOA team since 2008, first in UAE and later in Europe. For many years he worked as Commercial Director for a leading manufacturer of transparent armor solutions, successfully developing business in Asia, Africa, Australia and Central Europe out of the UAE. In 2020, after 17 years in the Middle East, he decided to move back with his family to his home country of Germany and is now based there, where he is the Managing Director of the UAW Germany GmbH, a leading manufacturer of armored vehicles.

    Tobias made the decision to rejoin ISOA in 2018 and took on the responsibility of building up the European ISOA Chapter. He has successfully supported the establishment of ISOA in Southeast Asia and Central Europe, organizing several workshops and chapter meetings in Duesseldorf, Kaiserslautern, Berlin, Warsaw, Rzeszów, Pristina and Brussels. The upcoming US Industry Day in April, hosted by the 409th CSB and organized by the ISOA Europe Chapter, will be one of the major ISOA events in 2024.

    Tobias holds an MA in Orientalism, Politics and Social Anthropology from the FU Berlin, as well as a BA in Business Administration. He obtained language degrees from the University of Kuwait and Damascus, and worked as a political advisor prior to his business career.

    Middle East Chapter

    Director, Middle East Region, Xator, a Parsons Company

    Justin, Director of ISOA's Middle East Chapter, has been working in the Middle East region since 2010. This includes various roles at United States Air Forces Central Command (AFCENT) Force Protection Staff for 6 years with support of supply and operations of base defense efforts within the US Central Command (USCENTCOM) Area of Responsibility.

    In 2016, Justin joined Xator Corporation and has managed Foreign Military Sales (FMS) contracts for the Royal Saudi Air Force (RSAF) and the Qatar Emiri Air Force (QEAF). These contracts include design, procurement and installation of electronic security systems throughout Saudi Arabia and Qatar.

    Justin continues to build relationships with host nations throughout the region which has resulted in numerous awards and fosters collaboration to build even stronger ties within the region.

    Anna Malec-Was, Director of the ISOA Poland Chapter, is a seasoned architect and member of architectural associations in Poland, Germany, and England. She boasts two decades of global experience, delivering projects across diverse functions and scales, from residences to city-scale urban planning and a new island design. Over 13 years ago, she founded PDG Company, a Project Development Group spanning architecture, construction, development, consultancy, and real estate brokerage, cultivating a robust network in both Polish and foreign markets, and actively participating in humanitarian initiatives amid the Ukrainian conflict, alongside her involvement in the International Stability Operations Association (ISOA).

    Anna Malec-Was believes that the key to success is building strong relationships with her partners and to understand their needs and goals, and work closely with them to achieve them.

    Pawel Kulaga

    Targi Kielce SA

    Pawel Kulaga serves as Deputy Director of the ISOA Poland Chapter. He is a lawyer, business manager, and an expert on Ukraine and the Middle East. A graduate of Nicolaus Copernicus University in Torun and Jagiellonian University in Krakow, he holds a scholarship from the University of Cambridge and Tulane Law School. Additionally, he completed executive education at the Berkeley Haas School of Business.

    Pawel has worked for prominent law firms in Poland and served as an in-house lawyer for an international insurance corporation. From 2016 to 2019, he worked as the CEO, overseeing a group of companies in the HR sector in Poland and Ukraine while residing in Kyiv.

    From 2020 to 2023, he led the Qatar-Poland Business Council while residing in Doha. In 2023, Pawel joined Targi Kielce SA as Director of the Legal and Administrative Department. Pawel has a personal connection to Ukraine, not only through business but also through his Ukrainian wife and her family from Kyiv. Since the Russian aggression, he has visited Ukraine and the frontlines in Donbas multiple times.

    Southeast Europe Chapter

    Chief Information Officer, E-TECH LLC

    Meet Zgjim (Jim) Kolgeci who is Director of ISOA's Southeast Europe (SEE) chapter.

    Zgjim (Jim) Kolgeci, who was born and raised in Kosovo, is Chief information Officer (CIO) and co-founder of IT company E-TECH LLC in Prishtina, Kosovo. He graduated with a bachelors degree in computer science and engineering, and has more than 20 years’ experience in the IT industry with a focus on systems integration, cybersecurity and software development solutions.

    He has extensive knowledge creating, implementing and executing various complex projects for both government and non-government entities with a focus on today’s global challenges such as cybersecurity and cyber threats.

    Zgjim has been involved with ISOA for almost three years and his main goal is to help the region to become more active on present challenges and opportunities in security and the defense industry.

    He plans to coordinate activities with ISOA for more presence in the region to be able to bring investments and at the same time create cooperation and opportunities for different regional industries.
